You will need a ton of cash saved up and that will take time. I used another unlock goal, 40 garbage piling per building (for the Government Building) to force 2k abandonment - again, make sure you have saved up plenty of cash reserve! The cathedral landmark building requires 2k abandoned buildings, so if you go for that, then you'll unlock both.
